This is where things such as wheat is grown, for things like bread, rolls, cereal ect, The Tributes from this district have a slight advantage in the Hunger Games as if they find any wheat they know how to make it edible but above all this district doesn't have many positives. Its a fairly good size as it needs room for its fields.
